The decision follows four successful on-orbit propellant transfers that addressed the primary technical risk flagged in agency safety reviews last year.
SpaceX conducted the transfers using paired tanker Starships that docked nose-to-nose in low Earth orbit, transferring cryogenic methane and liquid oxygen without measurable boil-off above test tolerances. NASA engineers said leak rates fell below 0.4 percent per day across the final two demonstrations.
Mission Profile
The demonstration flight will not land astronauts. Starship will inject a NASA-funded cargo carrier into a near-rectilinear halo orbit, where it will remain for six months to validate power, thermal, and communications systems ahead of crewed surface missions.
Congressional appropriators tied $890 million in milestone payments to successful completion of the cargo flight. Critics in the House Science Committee questioned schedule optimism given Starship's history of iterative failures during development.
